Water: Need to install a generator with a switch to come into compliance with our water system. 60Kw natural gas generator with a switch. Ron and Jeff to watch for a good price on one. Proceeding with installing the missing backflow preventers.

Roads: No crack seal this year. Weeds to be mowed a couple times a year.

Gate: The truck that hit the gate has been found by Pleasant View City police. They have contacted their insurance and made a claim. Shawn has a quote to replace the gate. We are also looking into getting better internet for the gate and dropping the land line.

Garbage: Republic has provided a quote to take over the garbage. The board has voted to accept the quote. Every resident will need to call and cancel Waste Management.

Construction Policy: The board discussed putting together a formal rules and procedures for construction of a new home. Jeff will get with Jon Sears to develop this.

Summer Meeting Social: Looking for a date that works. North Frozen Yogurt to possibly cater it. Ron Peterson to host the meeting at his home.

Road Signs: Replacing the Jessie Creek Drive road sign and will treat the bottom of the wood. Shawn will reach out to Husky Timber to remake it.

Site review of Harmon home construction. See email from Shawn below:

Pole Patch Board & Dunkleys 

This morning Ralph & I looked at the construction of the foundation of the Harmon home. 

There was a concern that the foundation walls were being built closer than 50′ side yard setback approved & shown on the plans. 

We found that there is a pump room below grade that is at about 40′ from the property line…but that the main wall of the house is at 50′ as approved. 

In the approved plans, the relevant portion pasted below you can see the pump house represented in dashed lines. 

on the lower level plan – relevant portion pasted below the pool pump equipment room is shown… 

When the plans were approved this room was not considered a violation of the 50′ setback for several reasons. 

1- it is below grade and does not violate the “spirit of the code” 

2- it is a separate pump house (not part of the home) and technically could have been built above grade and only 25′ from the property line, this solution seemed to be preferred to the outbuilding solution.

Water: Need to review existing water agreements.

Development to the South West: Did not pass the planning commission. Will likely go to city council.

Rental / CCRs Discussion: Revised CCR’s have been recorded and will be posted on the website.

Flash Flood: Facilitate a meeting between the Scott’s, Fournier’s , Thaner’s, and Kerner’s to discuss options for future events.

Gate: 6 new cameras and a DVR have been purchased and will be installed at the gate. May need better internet. Bradon will check with Door King to see if Magic Jack works instead of a dedicated phone line.

Water: Still waiting for cross connections to get fixed by a plumber on the deficient properties. Need to discuss the terms of the water turnover to Pleasant View City when they present the draft language.

Roads: Crack seal was recently done. Looking for a cost to replace the entrance / exit to the gates.

Garbages: Looking at pricing out a Waste Management alternative.

Rental / CCRs Discussion: Revised CCR’s are ready to be recorded.

Annual Summer Picnic/Meeting: Date will be June 26th at 7pm. Bradon will reach out to North Ogden Yogurt Company. Will bring up the increase in dues next year. Also looking for a committee to spearhead updating the gate.

Gate: Cameras and phone open close are not functioning. Also the sensor is not working for Madsen property.

Water: Meeting has been scheduled with Tyson.

Variance: Giarrusso-Lopez residence has been designed and is currently not 50′ from the side property line. They are asking for a variance to reduce the side setback. Giarusso-Lopez presented their case for the variance. The Dunkley’s responded that they do not want to allow a variance. Board voted not to grant the variance.

Rental / CCRs Discussion: Revised language to allow lease back when selling your home. Businesses are allowed but there can be no sign of an actual business. No short term rentals allowed. Shortest rental term is 11 months. We need to provide a link on the website to a fill out a form if a property is leased out.

Budget: Reviewed annual budget. Will need to increase the snow removal budget because of this year’s snowfall.

Dues: Discussed increasing dues to accommodate the road repair that needs to happen between the gate and Burnham. To be discussed at the annual meeting. Will raise 2024 dues by $250. Board will assess the need for an increase annually.

Water: City wants the existing back flow preventers tested.

Rental / CCRs Discussion: Poll results have been shared with the HOA. Majority of homeowner’s would like to see the CCR’s to be changed to restrict rentals. Austin will send over the verbiage for an attorney to review and comment on. Once the board receives that back it will be sent out for an official vote by the whole HOA.

Water: Briskey’s have let us know that they have finished their survey and will be send out estimates.

Rentals / CCRs Discussion: What is the minimum length for a rental period. 11 months is considered a long term rental. Owner to complete a form that provides all pertinent information about perspective tenants include a background check. Board to timely respond to any requests.

Gate: Reviewed latest ideas for the gate. Spencer and Bradon are meeting with an architect next week.

Water: Tyson with Pleasant View is ready to takeover the water. Shawn reached out to Gardner to get the easement written. November 1st is the goal to get this all taken care of. Still waiting for Briskey to complete the survey of the back flow preventers.

West Property: They pulled the Ligori property off the MLS.
